1. Yes. Keep in mind however that the borders are hardly straight and established lines with regards to jurisdiction. The real-life venue prevents us from truly representing the breadth of the hinterlands vs the scope of Freehold. Furthermore, very few are the organizations that would care about such borders in a place like the Hinterlands, at least where borders matter.
This means that if someone should commit a crime vs. Freehold at the edge of the border between the town and the wilderness, most groups would do what they want regarding their jurisdiction according to their own twisting of perspective and law.
2. The Soulwell is in the Hinterlands, as it was once a Duskwell within the keeping of the Dusken Vale.
