With the new announcement with Dark Days. If let say a player only has one life left, can they put in for the new character before the event so logistics can already know most things they would need if the character dies early on and the player could bring in the character that event?

You are welcome to send over a potential future character to us at our staff email. We will keep this email in our inbox and refer to it if necessary, although I would ask that you also keep with you a physical copy of this character to show to logistics when the time comes (we might not have internet service on site, or the time to generate the character in advanced).

To add to what Matt is saying, the calculations for the improved retirement/permanent death package must be submitted between events as per the instructions on that webpage. Unfortunately, there are logistical problems otherwise — for example, having to re-calculate the bonuses for a player on a month to month basis as opposed to a rarer occurrence.
My recommendation is that if a player is “tired” of a character, then they retire that character well in advance of an event so that the bonuses and the logistical processes can be performed with the necessary time.
